On Tuesday, January 24, the summit of the Community of Latin American and Caribbean States (CELAC) will begin in Buenos Aires, Argentina. The event will not be attended by several leaders, such as President Guillermo Lasso of Ecuador, Andrés Manuel López Obrador of Mexico and Daniel Ortega of Nicaragua.
